Were you messing with any commands since the last time it worked properly?
Installed or uninstalled anything?
If not, I would first try a system restore. Go back to a time when it did work correctly.
cl Start
cl Help
cl System Restore - read carefully
If this doesn't do it, try:
cl Start
Settings
Control Panel
open Users
check settings for users logon and off

It sounds like you might have a virus. If you don't use an antivirus program, get one, update and run a scan. Also get an anti-spyware program and run that as well. If you can't do those things, boot your machine into Safe Mode by pressing the F8 key when you restart it before Windows begins to load, and run the programs there. Good luck.

Based on what you assert. It's rough to determine what the hindrance is. You didn't say whether or not you're making use of High pace or dial or wi-fi. If you're making use of a wi-fi web, it would be sign barrier hindrance. If you're making use of High pace, it would be spy ware hindrance, if dial up, would be bandwidth hindrance. If you had been making use of you laptop adequate earlier than. I do not feel it is laptop hindrance. Modem vigor surge hindrance may be feasible.

It sounds like a virus.
This is one of the reasons why i don't do the whole "network setup" thing people tend to do. Basically too much of a extra headache.
