In what capacity do they hire HS students?

If they truly do, then that proves the Fed Gov can hire people without a HS diploma.

Why is this question on "Politics", by the way?

Probably as interns, practically working for free for the experience. Those high school students will also most likely get a Diploma and thus be on their hiring radar.

It is a temporary position called intern. It gives them experience and something to start a resume, they do the same in college.
