Ewww, what's in that creek? Find out the source.. sewage? Pollution? Then, complain to authorities so they clean up the mess. Problem solved. Otherwise what are you gonna do? It's hard to block the smell of a stinky creek. It will have to be cleaned and whatever is causing the smell, eliminated.

Normally, a creek won't have a foul smell. Find the source, sewage, dead animal, stagnant water? If it is an animal that has died, removal is a must, otherwise the smell will continue. If it is sewage, you need to call authorities. If it is st agent water, something is blocking the flow of water and must be removed.
The best thing for a smelly creek is a good rain.

there are no quick soutions, but if your community works together with the government and turn that creek into a cleen environment you can just guess the best outcome: a mini forest with a clean creek

the easiest way is to Move!!

grow several plants nearby so they can feast on the germs and stuff. Even bugs can help with that problem. Other than that, I don't have enough information to help you! Sorry.
