A lot of countries do not have separate men and women's toilets. I don't see a problem with your suggestion.

DOn't really think it's a problem for girls to use the mens because we'd be in the cubicles.
I've done it sometimes on the restrooms in motorway service areas when on a trip with school. Unfortunately everytime we took a break there were also busloads of elderly women waiting at the toilets and we only had 20 minutes time to get back. So we occupied the mens. Strange enough men don't have that herd instinct that if one goes evertbody else has to go too. Maybe because they can do it in the shrubbery??? Women just have to go to the loo to do it.
Therefore, yes if it was really urgent and there was no other choice I'd use the mens. And I wouldn't mind a man doing the same because noone would see him in there anyway. It's only not being seen going in or coming out.

Yes, the same rule applies for both genders. They say it is "a mans world", but..........
If I had no choice, and was desperate I most probably would go to the owner or manager of the establishment and advise him or her of the situation.
1. The mens toilet is out of order. 2. I am in dire need to alleviate myself. (note the numbers, #1, #2) pun intended.
I would then ask him or her to see if or when the mens room was empty, and then I would ask him or her to wait a minute or two till I came out.
I then would say "thank you", and leave the establisment.
Edit: To reply to your addtional details. I would like to comment that if the men would do as I suggested how I would handle the situation, then I do not beleive they would be considered perverts.
Secondly, statistacally the male gender do sexually kidnap and sexually abuse children or women most often. That is perhaps why people made comments regarding perverts.

I think there are strict rules of protocol. First, someone of the appropriate gender has to enter the rival establishment as a scout to make sure that the coast is clear. That person must remain on guard duty outside the door, preventing legitimate users of the toilets from entering while the urgent act of nature is being performed. Ideally, the toilet user should dash out immediately (thus relieving the agony of others in the queue) and perform the handwashing, hair combing, etc. etc. in the appropriate toilet (normally the washing facilities are operating). If these rules of etiquette and procedure are followed, there should be no trouble.

I believe this matter should be taken with t' highest concern. But the answer is rather vague: it depends on which planet you are.
In the Brazilian jungle, a.k.a. Rio de Janeiro, fairly civilized male monkeys still keep their habit urinating on the bushes, streets and walls. Female monkeys reportedly are seen alliviating in such places after having had too much to drink. That is, in the case, they wouldnt care about whom are using the next toilet at all.

You'd probably find that most men wouldn't mind at all, But in this modern era of sexual equality, if a bloke went in to a ladies toilet he'd be called a pervert.

I use the gents if the queue for the ladies is too long. It raises a few eyebrows & I get a few tuts but we don't have separate toilets at home do we?

I think it would be okay, except when all that was on offer was one of yon wee bowls to pee in. I don't think I could get ma botty to fit in it!! Guys using the ladies would be fine, they could go into the cubicle and nobody could see them anyway!!

I don't know but I wouldn't! mens toilets are STINKY!!! I have never been passed a clean mens toilet.
