Not unless you want a punch in the face, I tend to mind my business unless something is in my face unavoidable then I'd unleash. For instance, if one of these girls happen to ask you for the time, I'd go full throttle into their ill-fashion sense.

Damnit⢠Marla, don't be mean. The 80's are coming back (haven't you noticed the excessive legwarmers and leggings walking around lately?) maybe they are actually up on the current trends...while you're back in like the early 2000's. Those suits could be brand spanking new!
Or you could just ignore them....it only hurts your eyes, which you can easily avert.

It would be boring if all people looked cool and stylish. I personally love to see the hilariously badly dressed, its fun.
We wear socks and sandles, Penfold has no dress sense what so ever, he needs some new gear actually as he only has the one pair of trousers fit for going out in, the rest have oil, glue and paint on them, NIGHTMARE!!
We hate shopping for clothes.

No, that's incredibly rude. Just because YOU don't like what they're wearing, dosen't give you the right to walk up to them and insult them, if you did that to me, I'd likely give you an earful. What an obnoxious thing to do! I hope if you try that with these ladies, they will tell you off.

I would definitely think that was RUDE ... after all, if the ladies like what they are wearing ... why can't they ENJOY what they want (after all, they have EARNED the money to pay for what they have ... and may not be able to purchase another wardrobe)!

No it is not OK. It is very rude, apart from anything else - insensitive, prejucicial etc.
Who says that your sense of style, apart from you, is right?
