I stayed at San Francisco Union Square area in Sep 2007. First stayed at Andrews Hotel for three nights. It's small. Bathroom even smaller. Single bed. But adequate. But you may wanna get a bigger room if you're big sized cos I'm petite.
Then I decided to extend my stay for another 3 nights and had to find new lodging. Maxwell Hotel, even nearer to Macy's, was very helpful. The room is bigger and more comfortable. Very nice front office crew.
Also stayed at Hyatt Union Square a couple of years back. Good location. But i find it too business-like. But definitely bigger rooms and cleaner.
All hotels are walking distance to the Powell Street Cable Car Line. Very convenient to get to Fisherman's Wharf. Walking distance (esp. Maxwell) to BART station to take train to airport.
All hotels are walking distance to Lori's Diner (branch near Crowne Plaza Union Sq) esp for breakfast and also Sears Fine Foods (famous for pancakes). All walking distance to Cheesecake Factory (atop Macy's) which is open late for supper.

I love the Serrano Hotel. Super nice 40s style hotel. I stayed there once when my company had a christmas party in the City. It was so nice, I didn't want to leave. It is about two or three blocks from union square over on the Macys side.

I put some friends up at the Handlery Hotel and they were very pleased. It's a block away from Union Square. The exterior is funky, but the inside is nice.

The Hyatt Union Square is wonderful. I have stayed there many times and it is always impeccably clean. They have a nice lounge on the top floor with a fabulous view of thre bay/city. It's right off the square (less than 1 block away) so is close to all the shopping on the square. Lots of restaurants within walking distance also.
Enjoy!

I stayed at the hotel Bijou on Mason. it's nice and affordable, the rooms were clean, but not very big...enough for 2 though. the only downside is that it is on the edge of the Tenderloin, the not-so safe area at night.
So if you plan to go out until the wee hours, it might not be the best choice, if you plan to visit downtown by day, you have to walk 2 minutes and you're on Union Square.

Joie de Vivre Hospitality has several hotels in the Union Square area, one is sure to fit your budget.

I've stayed at several of their hotels in SF. My favorite is the Hotel Rex, but the Adagio, Galleria Park and the Maxwell [now owned by Personality Hotels] are also nice.
Trip advisor is helpful in learning what to expect from a hotel but it can be confusing because most people who write are at one end or the other of the spectrum [love it or hate it, very little in between].

Check this hotel out on Post St., right off Union Square, it also has a nice little Italian restaurant in in it.
