A government official/personnel using his position for personal gain is graft while a private entity giving bribe to a government official/personnel for favor is corruption.

I think graft is "shaving off". It is a form of political corruption whereby someone profits personally from the public budget

Corruption is the misuse by government officials of their governmental powers for illegitimate private gain

the differences are:
1. graft is spelled g-r-a-f-t, corruption is c-o-r-r-u-p-t-i-o-n
2. graft has 5 letters, corruption has 10
3. graft has 1 syllable, corruption has 3 syllables

graft-the dishonest use of one's position to gain money, etc, as in politics
corruption-taking anything given or promised as an inducement, esp. to do something illegal or wrong
