Is the charter change from presidential to a parliamentary form of government timely and necessary?Explain

You mean for the Philippines? Or Manila?
Its going to be hard for people to answer unless you specify.
Personally I would see no problem with either one for any country. When I see how parlimentaries yell and fight I sometimes think the USA should have one. It feels so much more....well... representative of the true me. :)
