Some varieties have a tough outer skin and not much soft flesh for eating inside.

Most are not due to lack of 'meat'. Same as some flowers are edible but not all, some weeds are edible but not all, some berries are edible but not all. Just made that way.
Squirrels are rodents; most people have less icky feelings towards them than a rat.

Some gourds were, and are grown to specifically use as containers, i.e.; bird houses, water vessels, etc. The qualities that make them good for eating has been bred out of them and offer only a heavy seed-bearing, thick-skinned fruit that will dry well and last for practical use.
Same family, different use.
