This is indeed a superb question.

I can't see how love can ever be free from fear as long as the lover does have wishes in respect of the beloved and the future is uncertain..... for love to be sans fear, the lover has to have no heart and that is never possible in love.

The short answer is NO.

Fear is an intense emotional concern that our self interest will be damaged. It drives us to take an action, or cease an action, that we perceive as preventing/causing said damage.

Love is the act of considering the self interest of another as though it were your own.

So Love, especially unconditional Love expands our self interest and so expands our fear.

Any parent will tell you having a child gives you more to fear.

Now while Love adds group fear to personal fear, mutual love enlists the power of the group to address fear & so diminishes it.

You have less to fear when someone's got your back. (Hence the overstatement 'Perfect Love casts out fear'}

Because Love is a conduit for emotion, rather than an emotion itself, choosing to block the passage of Fear through the conduit of Love, is a profound diminishment of Love.

So can you Love with out fear? Technically you can do anything without fear.

But the short answer is NO.

I think you are asking to love, as love another person without having any fear surrounding that relationship.
Answer, I don't think anybody on this earth could, maybe a very few, but generally, no.

Remember there are many "ideas" or "types" of love.

To be human is to be continually afraid of losing things dearly valued and prized in life - people would fear less if they realise that they have little to lose; they care less when they love little. And then they would care least when in clutches of despair, in fits of rage or in states deep hatred; it is natural to human mind.

But to be alive is also to be in love in essence, and to be in love, to be in fear, in fear of losing love, or things of love. But what is good and natural in the mind is also is exposed to unnatural and harmful in the world. If we do not love or find love and have sobering fears to make us wise enough to keep loving rather than losing it than we must live in the shadows of fears mostly foreign, unnatural and undefined in the mind.

The fears that come with love are the fears that make us wise, careful and brave.

The saying "love conquers all!" says it all. I have loved without fear! Love and fear are like oil and water. They don't mix, period.

If you true love someone you will always have the fear of losing him/her....that is when you true love someone, always fearing of loosing him/her, always thinking of him/her and can never forget him/her. That is true love.
