For some things the animal does not need to be put under anesthesia. That is only for surgery.
If the animal is struggling, you need to use certain handling and restraint techniques so the animal doesn't hurt itself or the people.

As someone has worked in a vet clinic i have to say that the restraint isn't for the animal's benefit as much as it is for the handler's benefit. Animals may hurt themselves in struggling to escape but unrestrained they are almost guaranteed to hurt someone holding the animal. There are only so many people working at a given clinic and they can only be bitten/scratched so many times before they quit.

Aninals at a vet's, whether they're hurt or ill or not, are likely to be nervous and easily startled. That might not be a problem except for the fact that nervous, startled animals frequently bite and scratch. Better to minimize the chance of problems like illness or infection for the vet and the assistants by careful handling of the animals.

makes COMMON sense to me so that animals aren't injured while in the care of a veterinarian because that could be grounds for a lawsuit in many cases especially if the animal was brought in for treatment not related to an injury.

It is to control the animal so that it may not harm himself or the veterinarian or run away. Believe me during treatment they didnt stand still they attack to prevent the pain the pain of injections.......so they need to be controlled.

so the animals don't hurt themselves if they struggle when a stranger is injecting them with medication and etc.? (may result in injury to the pet and/or vet/vet tech.)
