A given sample of moist air contains water vapour in it,which may either be the maximum possible amount for that temperature or a fraction of the maximum possible amount.In this case it contains a fraction only which is equal to 75/100 or 3/4 th.This means it can contain some more moisture which is equal to another1/4 th (or another 25 percent) before condensation starts.

the relative humidity is a ratio between the actual water vapor in the air (the mixing ratio) and the most the air can hold (saturation mixing ratio). Divide the two and multiply by 100% to get the relative humidity. In practical terms, it is how close you are to 100% saturation, which is when condensation will begin.
