Do you mean the kind already made?Or the ones made with your own lips?hmmm..
Teachers use them to get the kids' attention.
Sports events (referees)
Kids to wear them when in public playing etc,,,for a safety measure
Traffic cops use them
School crossing guards use them
I used one to train one of my dogs
=)
and with own lips....
get attention from others
admiration of another person in public
supporting a sports team
during a rock etc..concert (part of an applause)
whistle along to a fav. tune

i coo-ee my boys to come or just to check where they are..i whistle for my dogs to come(and so does the cocky)that confuses them at times..cheers
