In the USA, you will find people who agree with both (or either) a & b. This would be expressing basically the Hobbesean position on the state of nature. Hobbes went on to add that civil society offers mankind the chance to have sanctuary from (b) above. I guess you could then make claim (a) about the founding of society.

However, this is not the dominant belief in the USA. The prevailing construct is that man has maximum freedom and opportunity in his natural state. He has no need to kill, murder or steal because there is plenty...as long as he is willing to work on his own behalf. Consequently, this must be preserved as much as possible in any founding of society.

Neither, men enter into a society to better preserve himself, his liberty and property. The power of the society or legislative constitued by them, can never be supposed to extend farther than the common good. And so whoever has the legislative or supreme power of any commonwealth is bound to govern by established standing laws, promulgated and known to the people, and not by extemporary decrees. By indifferent and upright judges who are to decide the controversies by laws. And to employ the force of the community at home only in the execution of such laws, or abroad to prevent or redress foreign injuries and secure the community from introads and invasion. And all this to be directed to no other endbut the peace, safety, and public good of the people.

Thanks for asking. Have a great day!
