OK buddy I'm not just going to do your homework problem but also tell you what goes through my head when I do this.
I assume you know how to round things off. So then "round 3.4714 to the nearest thousandth" is just a question of knowing what a "thousandth" is.
How many places after the decimal point do we need? Two? Three? Four? Oh, it's so confusing. Not really.
What I do, is first I write "3. _ _ _" on the paper, and as I write those underlines I say (silently to myself):
_ tenths
_ hundedths
_ thousandths
That's how I know that there are 3 places required, because I count it out in my head. That way I get it right every single time even if you say "hundred millionths" or something. Then, I fill in the three blanks to get your answer....... (drumroll)

NOTE: Since the last digit is 4 we just drop it. It was 5 or higher we would change the final digit of the answer to a "2", that's why we're "rounding off".

You see the answer - .1 is a tenth, .01 is a hundredth, .001 is a thousandth, .001 is a ten thousandth and so on. so the final 4 is to be dropped. The usual rule I use is to round 1 to 4 down and 6 to 9 up. For 5 I look at the next higher decimal and round odds (.015) down (to.01) and evens (.025) up (to .03) which evens the balancing errors.

Yes, the first digit after the decimal (4) is the tenth, the second (7) is the hundredth, the third digit (1) is the thousandth, and so on.

3.471 is the correct answer as the thousandths column is the third number after the decimal so you would need to round the number in the fourth column.
if it is 4 or under you round it down and if it is 5 or higher you round it down. since it is 4 you have to round it down that is how you get 3.471
