Hell no. I am the biggest Usher fan and there is no way that Usher is singing in that song. I can spot Usher's voice and sound on anything, whoever it was tried to sound like Usher but didn't cut it. And Mario, I don't think that's him either, Mario sings waaay better than that. It's possible to be him, but if it is he didn't do good on that song, but I seriously doubt it. But I know for a fact it's definitely not Usher singing in that song.

It sounds like Mario is singing obviously, and you can hear Usher singing a little in the background, you can hear them when they hit notes, since they have a different pitched voice
kinda hard to tell who's singing hook i think its usher
