30 base 4 comes after 23 base 4 and 13 base 4 comes before20 base 4
the way to solve this isjust add 1 in 23 u get 24 but in base 4 conotation there are only 4 digits 0,1,2,3 so 24 is not possible so u increase the tens place by 1 and the units place takes 0 so u get 30
similary when u subtract 1 from 20 base 4 20-1 shud be 19 but since there is no 9 in the base 4 syatem so u will have to put the highest number in the base 4 syatem instead so u get 13
