You have the liberty to apply in any college as long as you are qualified.

You can like any other student apply, but you will have to pay fees and show that you can support your self while studying. You also have to show the college or university that you can manage to study the course by having certificates or passing tests. You can get some help with English (which from your post you may need), but you wouldn't be accepted if they thought you couldn't do the course.

yes you can qualify to enroll in our college however you have to convince the immigration authorities that your are here to study only, with no other purpose that maybe detrimental to the security of my country.
