I'm running Mac OSX 10.3.9 and have just installed SKYPE
1.5.0.80..... Whats the cheapest and simplest USB handset.
to buy ? My in /out speaker/ mic Jack does'nt work so 1'm using a EDRIOL UA-20 24 Bit interface to get my sound out. But I suppose with a USB handset... it doesn't matter.

There are actually very few Skype phones out there that work with Macs. You have three main options: a) wired USB phone (cheapest of the three), b) cordless USB phone, c) modem phone (phone that connects directly to your router/cable modem and doesn't need your computer to be turned on in order to use the phone).

I currently use a wired USB phone, the free.2:

It works very well. If you want to use a cordless phone, remember that most cordless phones operate on the 2.4ghz frequency and are likely to interfere with a wireless router such as AirPort. The modem phones are the most expensive by far.
