It depends on what family of processors you're comparing. For instance, an Intel Core 2 processor will run cooler than an AMD Athlon 64x2 at the same general processing speed, while the Athlon 64 and 64x2 will both run cooler than a comparable Pentium 4 or Pentium D processor.
Either way, plan on getting a good CPU cooler, since a cooler running processor is a good thing. Using a good thermal paste, such as Arctic Silver Ceramique, also helps the CPU cooler's overall efficiency.

No, then yes, the earlier Intel chips do heat up a lot more than AMD, also AMD uses the Cool'n'Quiet technology to slow down the CPU when not in use also helped.
Then came the Intel Core2, which runs almost 40% less power than previous generation, hence it runs cooler now than some of the AMD.
My main machine is on a AMD 5600+, and this runs at around 40-45'C , the other Intel Core2 2.66GHz running at around 35-40'c, to be honest, theres not much in them but Intel do a bit run cooler.

Yes it's true, I have encountered a lot of problem in hanging in amd processor because of over heating. if the fan is so many dust or poor rotating and also i have encountered problem that the mother board built electrolytic capacitor is leakage. but if modified the ventilation the speed of amd sometimes is faster than intel processor

Depends on the chips you are comparing.
For comparable generations of chips from Intel and AMD... most of the AMD chips produce more heat than their Intel comparables... but newer generations tend to produce less heat than previous versions of the same or the other maker.
AMD mobile chips produce more heat than Intel mobile chips... but both produce a lot less than their desktop equivalents.
AMD chips produce more heat than their Intel equivalent if you compare clockspeed with clockspeed... but they also do more when you compare clockspeed with clockspeed.
Not sure if the latest AMD chips are hotter than their Intel equivalents.

I believe that Intel is currently leading the race towards cooler more efficient faster and cheaper chips.

I have no idea, but I think it ultimately comes down to the fact that any processor requires a fan whatsoever it may be.
