I like a system where its run professionally.
1) Only the performance counts not any politics.
2) The players should be paid a BASIC salary of Rs.6-10 lakh annually, that turns out to Rs50,000 to Rs80,000 per month (thats what software professionals earn after 5 years of experience!).
Any earnings above their basic salary is dependent on their performance.
3) A contract where players sign for 1 (or 2) year.Upon his good performance, contract extends on yearly/biennial basis. Injured players should be allowed to complete their term. All players be allowed to play x number of games for the national team with the penalty that a bad performance puts you back into the regional league. Provision, if the player plays well on the regional level, he gets another x number of games on the national team to prove himself. Otherwise he completes the term with the BASIC salary and he's gone!

4) If the team wins the match, the prize money is shared equally among who played.

5) For the entire series, number of runs, number of wickets, economy rate, man of match are the main basis for awarding the bonus salary.

6) Best fielders are selected for the series and rewarded suitable.

U think it works HYPOTHETICALLY? I must be dreaming.

While your suggestion is good for betterment of cricket in India, there will be lot of opposition and criticism for implementation of such scheme unless BCCI ae bold enough, which unfortunately are adopting a "please all" policy.
