Yes it can.
Two of the many gas emissions from car exhausts and factories are Nitrous Oxide and Sulphur Dioxide.
These gases dissolve in rain as it falls and become dilute Nitric Acid and dilute Sulphuric Acid respectively

Acid rain happens when there is a lot of pollution in the environment that picked up by the evaporating water off the ground. I dont remember the exact ph but its almost anything under the PH of 6.5, the lower the number the more deadly. It happened all the time in more developed areas and many times in rural areas as well because of wind currents carrying the rain.

Acid rain actually occurs in industrially advanced cities Like Toronto and Los Angels. If the rain is pure its pH value should be 7.But during acid rain it goes below 3.5.Acid deposition is responsible for acidification of lakes and streams and forest damage in North America and Europe. Most fish die if pH value becomes less than 5.
Acid deposition is produced by the release of sulphur dioxide and Nitric oxide and occurs as rain, snow or solid particles.
