Find a new job and this time be very sure that no one there is doing drugs.

If you could find a place that did not have this problem it would be a miracle. The only place I know of is my very own home and I'm not hiring. I wish you good luck.

Report the drug users and alcoholics to your superiors for the administrative case and at the police headquarters for the filing of the criminal case.

Find a new job. Even if you were to go to management and get things under control... You'd always be now as the guy that rated everyone out. That would suck.

Get out before it's too late... you never know what might happen, they might force you to take it, suddenly just inject you with the drug.

If your boss is doing it too, you might have to go to a higher up or maybe just tell the police. I say you should just quit if the boss doesn't do anything about it.

Been in that situation. Get a new job, it's a culture of corruption and its not gonna change unless authorities are involved.
