IF the gas company gave us a rebate would you vote for it?

Gas Companies (there are more than one of them) are all owned by Shareholders .

It is extremely unusual for a Company to ask it's Shareholders for permission to give rebates to Customers, however (as a Shareholder) I would for sure NOT vote for it.

PS Customers may 'vote with their feet' (i.e. if they don't like the prices, they can go elsewhere ... or stop using so much gas)
