Cyanoacrylate is the generic name for substances such as ethyl-2-cyanoacrylate, which is typically sold under trademarks like Superglue and Krazy Glue, and 2-octyl cyanoacrylate or n-butyl-cyanoacrylate, which are used in medical glues such as Dermabond and Traumaseal. Cyanoacrylate adhesives are sometimes known as "instant adhesives". The acronym "CA" is quite commonly used for industrial grades.
You can buy Superglue and Krazy glue at most hobby supply stores. Call your local supplier and see if the carry it.

Once it dries it is perfectly safe! I use it all the time to glue coral frags to plugs (pieces of coral trimmed off to grow a separate coral are glued to little rock pieces or other "plug" material for easy positioning in the tank). $6 for a clip isn't too crazy, especially for the "designer" clips (colored or in a fish or seashell shape). You can usually get 2-3 normal clips for that price if you look around.
