You will want to contact a financial aid advisor or admissions specialist for a few different universities.
You will need to pass a GED or have a diploma.
You will also want to apply for financial aid (unless you can pay your own tuition) by filing a FAFSA which is the Federal Application For Student Aid.
Best advice is to just start contacting colleges and universities and discussing your questions with them, it is what they are there for and will do their best to help you.

And of course they will want you to have decent grades and the ability to show that you can succeed in College.

The same thing they are looking for in every other student. They want someone who is a good student, and who brings a unique perspective of some sort to their school.

The first thing any college is interested in is whether or not you're able to do college level work; so it's important to have good grades. Equally important is that you are fluent in English.
