1999 puts it at probably guessing a 733Mhz p-3 assuming it was brand new in 1999 or recent. I have to painstakingly dispose of old computers for my company on a monthly basis. What you will probably find is that computer recyclers will take the desktop unit for free but charge for disposal of the monitors.
Ironically the richest and cheapest source of extracting gold is from computer recycling. Google it it is very interesting and environmentally responsible. As far as CRTs go you will be shocked, might as well strap them onto a warhead and launch them at our enemies,.. if we don't already. Ok i did this once bewfore I knew how iressponsible it was. Seriously 5-15 dollars to dispose of the monitor because there is no gold in it

Try donating it to a charity. Your old desktop isn't just 'old' though ... it's an ANTIQUE ... so it may have to be thrown away. DO NOT throw it away in your trash. There are things in computers that MUST be 'recycled' because they need special treatment.

i'd give it to goodwill or other. most folks in the market to buy can get 37 times better/faster than that for under 300 bucks.
that way you can claim the donation on your taxes.

well, no one will likely pay you for it.
you can try to give it away on craigslist, but i doubt anyone would take. even the most resource conscience software wouldnt run on it
