Dont let it pile up. When you dirty a dish or dishes from cooking, put them in the dishwasher asap. Then as soon as its done running, empty it, so its ready for new dirty dishes.
I do laundry once a week, I do other things/chores while its running. And as soon as they come out of the dryer, put them away or put them in the rooms they belong (kids, etc) Dont let it pile up!
Wipe up your messes when they happen. Vacuum up dirt or spills when they happen. If you really do this, which Im learning to do now (i just got married!) then you will only have to really "clean" once a week or so. Even try to wipe up the microwave if something explodes or the fridge if something spills. It gets easier with time.

i have a lot going on so i have a list each week.
i go to school full time, i have a set schedule job, and i have a not set schedule job...house still gets dirty.
first i write out what i HAVE to do each week
sunday: work
monday: school
tuesday: work, school, work
wednesday: work, school
thursday: work, school, work
friday: work
saturday: work
then i rate them as busy and not very busy.
the not very busy days i do about 3 chores i hate maybe ironing, dusting, and bathrooms
the busy days i do at least one not so bad chore like vacuuming.
i also do at least something to keep on laundry everyday. washing 1 load or ironing a few pieces keeps it manageable.
do most of the dishes as you go then hopefully you have someone else to wash the plates and silver.

I'd rather do other thing on my day off. So I plan time to take care of daily things like dishes, lawn during the week. You can get 5 hours work done weekdays by only doing 1 hour each night, then have the whole weekend to enjoy. Of course if you have 6 kids, don't listen to me.

well i usually do it little by little...as in, when i finish eating i try my best to wash it right away so the sink is always empty. i also have a sched set up for cleaning the bathroom/rooms...for example today i'll clean m room and tomorrow i'll do the bathroom...then i keep it at those days so i clean about once or twice a week on the same days. hope this helps!

Keep things picked up as you go. Never leave a room messy when you leave it, make sure everything is clean and in it's proper place. After a while this becomes a habit and you are neater.

I may not be able to do it IN 15 minutes, but I can do anything FOR 15 minutes. And 15 minutes here and there gets it all done.
