You shoud use some steel wool to remove the rust, once remove rinse with only scolding hot wat towel dry and then apply a thin coat or spay on cooking grease.
If this is a cooking pot, it should never be wased with soap and should always be washed and dried by hand and oiled after every use. You will find that after a dozen or so uses that the pan doesn't stick anylonger and is much easier to clean. This is what we call a seasoned pan.

My grandmother use to use a potato and some scouring powder, slice the end of the potato so it is flat, add the scouring powder to the pot and use the potato to scrub off, slicing bits of the potato off as needed, this should remove the rust, if not put some vinegar in the pot and scrub it then rinse well with water and wash with dish washing soap.
Coat the pot with cooking oil and set in a 300 degree oven for a couple of hours to re season the pot. If things stick to the pot when you are cooking repeat the re-seasoning step....Good Luck

Go to the hardware store and buy a bottle of rust remover. Let it sit and then clean really good. When clean, keep it covered with cooking oil. Everytime you wash it, when it drys completely, rub oil all around the inside. It won't rust.
