I'm worried about my Beta. Every summer when it gets hot, he seems to get really skraggly fins. When it cools down, he buffs up again. I recently put a heater in the tank. His usually long fins now look like they were clipped. He shares a tank with 3 goldfish a catfish, algae eater, etc. The water temp right now is 80 F. I just also noticed a few white specks hanging on his scales and what looks like a small worm coming out of one of his gills. The other fish are fine, and no new fish have been introduced into the tank in about 3 months. He is also hanging near the bottom of the tank instead of swimming around like usual.

your fish is sick. you need to transfer it to another container before other fishes got contaminated. it's better to lose one than all.

All the fish you mentioned can be kept in cooler water. By warming the water you may have help worms or some other disease to do better in that aquarium. You should try and isolate your sick fish but quite honestly if it's been in with the other fish I would treat the whole tank. If it is worms you may need to catch the fish and pull them off with tweezers. If it is a disease it is usually treated by putting tablets in the water. Try talk to you local pet store that has a fish specialist and they should be able to tell you what medication would be best for your aquarium.

My advice is to take the Betta fish out of the tank and put him in his own bowl. Most likely the movement from all those other fish is stressing him out. Coming from small puddles in the orient, Betta's appreciate still water with very little movement. You might want to add some aquarium salt and perhaps some betta-revive also. It should help in perking the little guy up. I have had my betta in a vase for almost 2 years and he does very well.

I am not sure it is good for a Betta to be kept with goldfish(blechhh!) Aren't they coldwater fish? And how big is the tank? He may do better in his own shallow 3-5gal tank. Sounds like you have a parasite invasion. He is infected with worms and maybe ick too. You should maybe get some medicine for him from your local pet store. Ick is gonna take a bit more time to get rid of.
