The easiest thing to do is to go to Blogger.com and set up a Blog. Get a gmail account at Google at the same time. Download Picasa and you'll be able to link to your photos.
So if you focus is content instead of programming then a blog is the easiest place to start.
They also have some good tutorials to help you learn the process.

Editing raw HTML is pretty cheap, but you'll need to learn all of the tags, structure, etc.
Coffee Cup HTML editor is a good one, but the trial period is fairly short, so you'd have to build it kind of fast.
Perhaps the best thing to do would be to try the Coffee Cup editor to build until it expires, then you can look at the code you created in the editor and see how it works and then you should have a pretty good grasp of what to do.

Yeah, do it yourself, learn a little HTML and start typing in Notepad.
Enter "HTML tutorial" in Google and study some more.
