Canada does not have a recycling plant which can
hold all of Canada's empty beer bottles .Just joking !
Obviously ,there must be a lucrative incentive for
Michigan to allow the dumping of Canadian trash in
Michigan .In a word ,Canadian trash is"profitable" to
Michigan .

Because Toronto pays to dispose of it's trash and Michigan is so hard up for money that they agreed.
It is also much cheaper for Toronto to haul it's trash to Michigan as the cost per truck is much lower than any other Canadian dumping site.
Canada is also very big on keeping their country beautiful and clean, on that point alone it makes sense to send out waste south of the boarder.

Probably because Michigan has wasted so much money and is so far in debt, because so many people are moving out of the state and so many high school students are going on to college in other states rather than here, so many business are just giving up or moving to other states, that Michigan feels it has to take every penny it can get.

We the states make extensive quantities of money doing it. I even have seen trucks alongside the penn turnpike loaded with rubbish from N.J. headed to Indiana. Its a convoy. comparable element holds genuine with Canada.
