Generally speaking, yes.

The general rule is that a country will recognize a marriage outside of their jurisdiction if it would be legal in their jurisdiction. By this, if Vermont has a law saying it is legal to marry your brother or sister, and Quebec says no. Quebec may not be obliged to recognize the marriage.
