well in soviet union people use to get food stamps and were run by the goverment in russia who usually did not care much about the other countries so they were providing them with only the minimal things to survive but not to thrive, in the meantime taking all the smart teachers, doctors, lawyers away from these countries into russia, so i suppose after the soviet fall countries like kazakstan could get their own goverment and take care of their own people, it would score major points if u actually researched other countries and talked a little about them, like the oil industry in kazakstan and azerbaijan, which btw have biggest oil contracts in the world......
