I have two red cap oranda goldfish and the smaller of the two is bullying the larger one. The smaller one is constantly chasing and pushing the other one around the tank...

What should i do?

Check to see if the smaller fish has small white bumps like pimples on the covers on the gills and along the front edges of the fins (see photos: http://www.bristol-aquarists.org.uk/goldfish/info/sexing-fs.htm ). These would indicate that the smaller of your two fish is a male. What you're describing sounds like mating behavior more than bullying.

seperate them using a clear plastic board that would allow them to see each other so when the big fish wants to bully the other one it can't it will lose interest when it does take the plastic out. If it keeps happening seperate them for good.
