Tampa Bay - they went 0-14 in 1976, their first season.

No team has ever gone 0-16. The Tampa Bay Buccaneers went 0-14 in 1976, their first year in existence. The Bucs then lost their first 12 games of 1977, pushing their losing streak to 26 before they finally got their first win.

Oh... I was about to answer that the Dolphins went 14-0 in 1970s sometime (before my time, was it 73?) and then I realized you meant winless, not lossless... my bad. Continue...

As for NE being 1-15 in 1990, I know, that... I remember those sorts of seasons. A whole lotta people keep bashing the Patriots and the Pats fans for loving the winning, but y'all have to remember... 2001 was the Pats very very 1st Super Bowl win. Ever... that's a long time... not 86 years, but a long time to wait.
