wow... only one person above got the answer right... that's sad.
basically, multiply both sides by 9 to make it less confusing:
=> 9*1/9(2m - 16) = 9*1/3(2m + 4)
<=> (2m - 16) = 3(2m + 4)
<=> 2m - 16 = 6m + 12
<=> 2m - 16 - 12 = 6m
<=> -16 - 12 = 6m - 2m
<=> -28 = 4m
<=> m = -7

First, distribute the 1/9 and 1/3 to the inside components of the parantheses. That is, multiply the fractions with the components. Then, get all of the "m" terms on one side and get all of the numbers on the other. This is through addition and/or subraction. Both work. Divide both sides by the amounts of "m"s to solve for m. I won't share the answer, you can do it.

18m-1296=54m+108
+1296 +1296
18m=54m+1404
36m=1404
36 divided by 36=m
