its not caulk in there, its grout. you can buy grout premixed or in a bag where you mix it yourself. the directions on the package will explain how to regrout the tile and how long to let it dry. you basically work it into the cracks after you chip them out and clear them of dust and dirt mold soap film etc. then you let it set up a little and then clean the bulk of the excess material off with a damp sponge, and then once its completely dry, clean the remaining residue off.

Usually this in not caulk, you need to get grout. You mix it with water to make a somewhat thin paste and smear it on. Then wipe off the excess from the tiles. Check with your local building supply store such as Menards, Home Depot... and they can help you out with instructions.
