hi, do you have a menu bar along the top of this page at all? that is where the tools menu would be?
I think that you must have some sort of 'parental lock' system on your PC - that is preventing you from looking at system type functions such as the control panel etc.
Its not so easy to find out what has been done to put the PC in this state without knowing a bit more about the PC etc...
Do you have seperate login accounts on the PC?
Are you using AOL?
Are you using Internet Explorer? If so, can you go to this site: http://www.mozilla-europe.org/en/products/firefox/ and download firefox? It should appear with its menu functions still in tact?
The only other thing that I can think of that he could have done is disable the control panel in the registry - is he a bit of a computer wizz?
This link tells you about how its done but I wouldnt mess with it on your own - ask another question if nothing else seems to make sense still as this may be the reason??

Try these short cut keys!
Ctrl + I Display available bookmarks.
F11 Display the current website in full screen mode. Pressing F11 again will exit this mode.
F4 In IE 5.0, F4 drops down the address bar combo box
Ctrl + H Brings up the History window
Crtl + B Brings up the 'Organize Favorites' dialog box

You've probably deleted certain programs that are supposed to be in the hard drive, you cannot have much access anymore. You take your tower to a technicien and the disks that came with it, he'll refill what you've removed. Next time, don't go and play in the places you know nothing about, it's more complicated than abc, you must know what you delete. Take care!

If your husband made these changes as administrator, and your account is simply that of a user, you cannot make changes.
If he merely disabled the menu bar, and you have the address bar, right-click on the address bar or Yahoo toolbar and look for "Menu Bar" - then click it to display.

right click the browser and click show menu!
and check all the drop downs for all the settings, he could have it locked unliock it by clickingit too, its fairly easy, you can email me and i can helpp youif you like even with how to find his sites, heehee!
