First of all if that person have been in prison for 7 years that person must have done something very wrong. As far as the keg and strippers I wouldn't do that. You need to get to know that person all over or get to know that person if you don't already know that person. I think a nice dinner with family members those who want to attend and use the time to catch on 7 years of lost life. The banner is OK leave out the other two and come up with something better than that.

No keg and strippers. How about a family dinner with a chance for the person to reacclimate him/herself to life outside of prison.

I think the best thing to do is to let them adjust for about a week before trying to throw a big party. Being on the 'outside' is going to be a huge shock for them already, no need to over do it right away.
They need time to adjust to everything from new technologies to foods and being able to make their own decisions for themselves for the first time in 7 years.
I would definitely let it be for a few days, then have a pot luck dinner party and invite family/friends over after about a week.
For their first day home though, a sign/banner, nice dinner, cake and some balloons should be sufficient.

Cook-out potluck. You cook the meat and everyone else brings sides. Let him catch up with missed family. Keg okay but you can always just go to a strip club.

If the reason he ended up in prison because of alcohol, it could cause more problems. What about his parole, if he has one? how about just a simple warm welcome home, and let him know that he is welcome there. He may not want a lot of people there at first. It's going to depend on how long he was inside. Good Luck!

I wouldn't go that far. You might make it a big thing for you. He may not like a show off as soon as he comes back, discretion is always the code. He didn't have a party in there, keep that among yourself, have fun, yet don't spread in the neiborhood! My opinion.

I imagine, I would ask the person what they would prefer. If it were me, I would prefer just my parents and siblings, only and a good home-cooked meal. This is all I would want for a few days before more relatives or friends started coming around. After I got used to that attention, I would then welcome a nice party. :o)
