Asking for money is not illegal -- in fact, it's considered constitutionally protected speech -- just like asking someone to freely give you anything else.
BUT, certain conduct may be illegal -- such as harrassing someone, or being in a certain place for too long -- that conduct can be regulated, even when the content of the speech cannot.
Thus, it would have to be equally illegal for someone to be there quoting poetry as asking for money -- the content of what they are saying cannot be a determinate factor in whether it is illegal or not.

I am not a lawyer nor am I in a profession associated with the law, but what I do is buy the "perpetrator" lol a meal at the nearest fast food restaurant if they do not already have a meal with them.
For instance...I saw a man standing in the K-Mart entrance with a sign saying that he had no money, no food, no home. So I told myself that when I came out of the store, if he still had no food, that I would buy him a meal at burger king; he had his meal right by his side. I don't give money out because I would rather spend it on my kids then to give it to someone for unnecessary items such as cigarettes, alcohol, or something else that I deem unnecessary...even though maybe they would not..
The other thing is this...because of the location of the man standing at the entrance, and then exit, you really had to be careful when you entered the parking lot as well as exited so as not to hit him.

I don't think it's illegal (not in most places) but it is very annoying.
Some of them are very aggressive and they get all freaked out when you don't give them money.
I never give them money, they will just spend it on booze or drugs.
If you really want to help them, give them a sandwich or some clothes.
