That depends on state law. Look it up in your state's Driver's License Manual.

B is not a correct answer (unless you drive on the left side of the road where you live).

Let's see. It can't be "A" because making a U-turn on a one-way street would naturally send you driving illegally the wrong way down a one-way street. If you can't make a U-turn on a two-way street, then logically that would mean you can't legally make U-turns at all, period. I'm not sure about "B" (I've seen some left-turn-only lanes with "no U-turn" signs, but I don't know if that's a general rule for all of them. I doubt it, because then there would be no need for those signs in the first place). I can't imagine it's unsafe to make a U-turn in front a fire station unless the sirens go off and you ignore it and block the path of a fire truck, but I might remember reading somewhere about an old law on the books banning that, so it could be "C". And I've never seen a sign that explicitly permits a U-turn (only signs that forbid them). Ugh! I have little patience for exam questions, as they are usually written by over-conservative bureaucratic pencilheads, and over the years I have developed my own practical guideline when it comes to making U-turns that has served me quite well. Don't make a U-turn if any of the following conditions are present, and you will never have to worry about causing an accident or getting a ticket:

1) It's a busy street where cars either drive fast (40+ MPH) or come around blind corners nearby.
2) There's a double-yellow line.
3) The street's either not wide enough (or your car's turning radius isn't narrow enough) for you to complete the turn in one single shot.
4) There's a cop around.

This depends on the state that you live in. Many states don't have ANY restrictions on U-turns at all. Others completely disallow them, in all situations. What state are you in?

I've never heard of any of these, but C is the only one I don't know for a fact is false, so I'll go with that one.
