First of all find and place for everything you have ... you might have to actually throw old stuff out. Then once you get everything organized you will need to put everything back in its place everytime you use it.

get organized. Have a place for everything that you have and if you have to, label it. Anytime you use something it goes back there. If you are a shopping fiend, set a rule that you cannot buy something until you have a place made for it.
If you are not set up to keep things put away, it is too easy to leave it on the floor.

Ask your mom to throw everything out that is not put away properly. After a few visits, your room will be either clean or empty, take your pick.

Get rid of anything that is not used. Everything in your room should have a "home"... when you use something, don't just leave it lying around return it to its place.
