"Per Se" means "in and of itself"

Administrative Law is the area that deals with administrative agencies, and how they handle things -- how administrative hearings are conducted, what powers a bureaucratic administrative agency can have, etc.

I haven't seen the phrase "Administrative Per Se" used in US law.
