I guess that in most cases the stairs are originally put in from the bottom position. So I would say they go up.

Stairs are stationary so they don't go anywhere. People go up or down them.

Why did you put this in Home & Garden > Do it Yourself ?? Haha... anyway I'd say stairs go up, since that's usually where you start off (ground level, assuming...)
