I would say no: see http://www.rasmusen.org/w/capitalization.htm (which after saying 'no' discusses your question in more detail towards the bottom of the page), and http://www.google.com/search?q=%22capitalization+of+titles%22+infinitive&hl=en&safe=off The only exception would be when 'to' is the first word of a title or subtitle, as in 'To Kill a Mockingbird'.
