i got a 2.76 freshman year, a horrible 2.4 sophomore year, but then pulled it together and got a 3.75 junior year. my sat score was a 1630. can i get into a school like rutgers new brunswicke

You have a chance. Rutgers doesn't list GPAs on the College Board's website, but it doesn't appear that they are too competitive (58% of applicants are admitted), so you may be okay. Your freshman and sophomore grades do count, of course, but particularly if your improvement continues, you may be given some benefit of the doubt. Write a really good essay, and make sure your references are strong and can speak to your growth.

Luckily your Freshmen Year grades do not count towards your admissions. As for your sophomore year, colleges will most likely frown upon that; however, be sure to tell your counselor the causes of your set backs so that he/she can mention it in your recommendation. Second, if you had any personal problems that caused you to receive lower than average grades, such as family problems, etc, be sure to include that in your college application, most notably your personal statements.
In terms of your SAT score, I'd recommend going for another shot at raising it - especially if you want to attend Rutgers. 1900+ might give you a chance. Good luck!

Yes! not harvard or anything, but there are lots of good schools that dont require 4.0 gpas

Yes. also partake in community service projects. lots of colleges are impressed by that.
