Scott Boras is the most evil creature in MLB today.
Donald Fehr is a close 2nd.

Scott Boras. When Angels' pitcher Jered Weaver was coming out of college at Long Beach State he was the consensous #1 pick. He won the college baseball equivalent of the Heisman (the Golden Spikes Award) and all. He signed with Boras and slid all the way to #12 where the Angels drafted him. Most MLB experts said it was because the 11 other teams didn't want to deal with Scott Boras.
Then Weaver didn't end up signing for another year-- in fact a contract wasn't agreed to until literally like 5 minutes before the deadline before he would have gone back into the draft.

Greedy is not the right word to use. A-Rod wants to be paid his market value and Boras is trying to establish that number for A-Rod which is his job as agent.

Both but A Rod more, because Boras works for A Rod and it's ultimately A Rod's decision what he does.

Both, but the bottom line is that Boras works for E-Rod so that answers the question.

Boras... Many teams will not draft people as high if they signed on with Boras, because they run the risk of not being able to sign them, esp. for #1 picks.

In my opinion, it is Scott Boras. If A-Rod was with some Joe-Schmo agent he wouldn't be asking for 3000 million dollars. It's the agent that tells the player how much to ask for and if he should ask for higher or lower.
