Make sure you are shutting it down from the Start menu and not pressing the power button, pressing the button only makes it restart

do you have windows vista, because its power button (on the start menu) only puts the thing to sleep. If you want to shut down you have to go to the arrow next to the lock and click shut down manually... still don't know why they changed what wasn't broken.

Press and hold the power button. I think it should shut off. Probably wait for 5 min before turniing it back on.

Push the button gently and firmly and HOLD it for a slow count of 20 seconds.
If that doesn't turn it off, pull the plug.
It happens sometimes.
It's not a big deal. It's just a pain in the neck

Maybe for that last question it asks you before shutting down you selected the choice RESTART instead of the choice SHUT DOWN. Try it again and watch carefully when you go to do that choice so you hit the right selection.

yea if its a desktop then unplug it and wait and restart if that doesnt help it then turn it back off and call/bring it in to either geek squad at best buy or fire dog at circuit city or any other local computer repair store. if your computer is more than 3 years old i would recommend you buy a new one if however its newer than 1 year then check to see if its on your warranty and if it is then email the manufacturer and youll probably have to mail it to them or bring it too one of their stores (if they have 1) good luck man and hope this helped.

pull the plug...let it sit for 5 min then keep the power cord out and hold the power button 10-15 sec
plug it back in and turn it on

When I had this, it was because my operating system didn't recognize my motherboard. It would hang for several minutes, searching for the right port to send the "off" command, then generate a message telling me that I could turn my computer off.
