Go back and explain this situation to the garage. They're obliged to compensate you under the Sale of Goods Acts 1979 "fitness for purpose". It can reasonably be assumed that you've bought this car as being legal for driving on a public road, which it seems it was not.

It is illegal to drive a car with windows tinted more than allowed by law, even if you bought it used that way. If you go to court and explain the situation, a judge might or might not fine you.
If the garage was supposed to provide you with the vehicle in condition that was legal to drive, you might be able to sue them for the cost of removing the tinting.

No, you don't have to pay the fine. However, there are consequences, you will have an arrest warrant issued in your name for non-payment of court fines and you will be arrested the next time you are pulled over. You will then pay the fine and more.
If you go to court, and explain politely to the judge that you bought the car that way, you weren't aware of the law and you have removed the tinting from the windows (don't lie to the judge, remove the tinting), the judge is likely to dismiss the ticket.

If you bought the car like that from the garage get the police to double-check, it is most likely their measurments were wrong. They may just be trying it on to improve their stats, even.
As the rules on tinted windows are recent, I'm afraid I have no knowledge on that front.

talk to the garage you bought it from - if they sold you an illegally tinted car then you should be able to get some answers from them.
Also talk to citizens advice they'd be able to help
